Leonid Group has been retained by a global advanced manufacturing and technology organisation to appoint an experienced Procurement Compliance Manager to join its senior supply chain leadership team in Arlington, VA.
This is a high-impact role within a large, complex procurement organisation responsible for significant annual material spend across multiple programmes and technologies. The position offers the opportunity to lead and shape procurement compliance across a geographically distributed supply chain function, primarily spanning the United States and Europe.
The successful candidate will play a critical role in ensuring adherence to internal policies and external regulatory requirements, while supporting efficient, agile, and commercially effective procurement operations.
The Role
Reporting into senior supply chain leadership, the Procurement Compliance Manager will have responsibility for overseeing procurement compliance activities across multiple business areas. The role requires close collaboration with supply chain leaders, legal, finance, programme teams, and external stakeholders.
Key objectives include strengthening governance, supporting audit readiness, enhancing capability through training, and leading cross-functional compliance initiatives in a defence and aerospace contracting environment.
Key Responsibilities

Own and maintain procurement compliance systems, controls, and processes in line with complex regulatory requirements

Balance regulatory compliance with the need for efficient and agile procurement execution

Lead internal procurement audits and file reviews to assess completeness, accuracy, and regulatory adherence

Prepare for and support internal and external audits, including engagement with government oversight bodies

Develop and expand procurement compliance training and knowledge-sharing across the supply chain function

Lead cross-functional compliance initiatives across multiple programmes and business units

Coach, develop, and grow the Procurement Compliance team

Act as a trusted advisor to senior stakeholders on procurement compliance matters
Experience & Qualifications
Essential
-
Bachelor’s degree in Business, Supply Chain, Law, or a related discipline

10+ years’ experience within a large, complex design and manufacturing environment

2–3+ years’ experience in a managerial or supervisory role

Strong working knowledge of Oracle ERP or similar enterprise systems

Active Secret clearance or eligibility to obtain one

Strong understanding of the defence and aerospace industry and its regulatory landscape

In-depth knowledge of FAR and DFARS, including flow-down requirements

Working knowledge of ITAR and EAR regulations

Understanding of TINA requirements and material estimating practices

Experience leading or supporting major procurement activities within a Department of Defense contracting environment
